Consulting tender for 250MW floating solar project floated by SCCL

The consultancy contract will last for 24 months, and the deadline for submission of bids is November 8, 2021.


In a tender for consultancy services, Singhareni Collieries (SCCL) has invited bids for a 250 MW DC floating solar project at Lower Manair Dam, Karimnagar, Telangana.

Singhareni Collieries is a coal mining company jointly owned by the Central government and the state of Telangana.

Important Dates & Deposits: The deadline to submit bids is November 8, 2021.

Participants in the tender must provide an irrevocable bank guarantee in the amount of 3% (including Goods and Services Tax) of the contract value. The consultancy contract is for 24 months.

Performance Bank guarantees must be provided within 30 days of the letter of intent being issued and be valid for 90 days beyond the contract period.

Scope of Work: The scope of work includes services like basic engineering, review of design by the EPC contractor, site preparation, construction management, inspection and testing, project handover, and module inspection services.

Eligibility Criteria: The tender requires that the bidders have at least five years’ experience in solar project work in India, including detailed project reports or management consultancy services for at least 25 MW of DC floating solar projects.

For solar power projects other than rooftop solar of at least 50 MW DC capacity at a single location, the bidder must have offered either project management consultancy, owner engineering services, or pre-bid engineering services.

Furthermore, the bidder should have provided consulting services for up to two gigawatts of DC solar power projects in India other than rooftop solar in the last five years.

As experience, only completed or ongoing projects in India by Indian registered entities will be considered. In India, the bidder must have prior experience working for government agencies, state-owned enterprises, and PSUs.

In the past five years, the bidder must have completed at least three solar energy consulting engagements in India. The bidder needs to provide on letterhead a certificate stating that he has a team of 20 full-time employees engaged exclusively in renewable energy sector consultancy.

The bidder must have earned INR 25 million in revenue for each of the last three financial years, exclusively from consulting services for renewable energy projects. At the end of March 2021, the bidder must have a positive net worth.

Other Tender Details: Participation in the tender is restricted to Indian registered companies only. The tender does not allow consortium, associations, or subcontracting.
