Empanelment tender issued by BCPL for 2 MW of Rooftop Solar in West Bengal

BCPL issued a tender for development of 2 MW of grid-connected rooftop solar projects at its two factories in West Bengal. Bids submission deadline is April 13, 2022.


To develop 2 MW of grid-connected rooftop solar projects, the Bengal Chemicals and Pharmaceuticals Limited (BCPL) has issued a tender for empanelment of vendors.

As per the tender, BCPL is looking for installation of 1 MW each of grid connected rooftop solar systems at its Manicktala and Panihati factories. The same is to be developed on a build, own, operate, and transfer (BOOT) basis.

Important Dates: The deadline for bid submissions is April 13, 2022. The opening of the bids will take place on the same day.

Scope of Work: The scope of work entails  all aspects of successfully implementing a 1 MW grid-connected rooftop solar system for the company. 

It includes surveys, planning, design, engineering, manufacturing, supply, storage, civil work, erection, testing, and commissioning of the grid connected rooftop solar projects along with a net metering facility in accordance with government policies.

For 15 years following the commissioning of these projects, the bidder is required to provide comprehensive operation and maintenance services.

Eligibility Criteria: The bidder should meet the following eligibility criteria to be eligible for empanelment.

  • In the last three financial years, bidders must have generated an annual turnover of INR 1 crore (10 million).
  • Bidders must submit either their annual reports or a chartered accountant’s turnover certificate for the last three financial years.
  • As a company, the bidders must have been established for a minimum of three years and are required to have completed at least three similar projects.

Other Tender Details: According to the tender, empanelment is valid for five years after signing the agreement, with renewal taking place based on mutual agreement.

After the Letter of Acceptance has been issued, the bidder must begin work within one week. 

Successful bidders are required to provide all resources, information, and decision-making under their control as soon as possible after receiving the Letter of Acceptance, in order to reach a mutually agreed and finalized plan within weeks of the Letter of Acceptance.

The bidder shall be responsible to secure all permits, approvals, and licenses necessary for the performance of the contract from all local, state, or national governments or public service authorities.
