Empanelment Tender for 50 MW of Residential Rooftop Solar projects issued by Telangana

TSREDCO issued tender for development of 50 MW of grid-connected residential rooftop solar projects in Telangana. Bids submission deadline is Feb 28, 2022.


To develop 50 MW of grid-connected residential rooftop solar projects, the Telangana State Renewable Energy Development Corporation (TSREDCO) has invited bids for empanelment of vendors. Under Phase II of the MNRE’s Grid Connected Rooftop Solar Program, these projects will be developed.

Important Dates & Deposits: The deadline for bid submissions is February 28, 2022.

Based on the bid capacity, bidders must submit a bid bond or earnest money deposit. Within 15 days of issuance of the letter of award, successful bidders must submit a performance bank guarantee of INR 500,000 as a demand draft or INR 1 million as a bank guarantee.

Scope of Work: The scope of work entails identifying rooftops and beneficiaries, signing agreements with consumers, and obtaining clearances from DISCOMs. Additionally, it covers the design, supply, assembly, testing, and commissioning of solar systems connected to grids via the capital expenditure model (CAPEX).

The successful bidder must commission rooftop solar systems within six months of MNRE’s approval or TSREDCO’s last deadline for the project, whichever is earlier. For five years following the commissioning of these projects, the bidder is required to provide comprehensive operation and maintenance services.

Bidding Categories: Bids were invited under four categories. Under category A, rooftop solar capacity is between 1 kW and 3 kW. B and C categories have capacities ranging from 3 kW to 10 kW and 10 kW to 100 kW, respectively. For category D, the capacity ranges from 100 kW to 500 kW.

For categories A and B, the company allocated 20 MW rooftop solar capacity. For categories A and B, the minimum bid capacity is 150 kW and the maximum is 5 MW. 2.5 MW and 7.5 MW were allocated for categories C and D, respectively. The minimum bid capacity for category C is 50 kW and the maximum bid capacity is 300 kW. For category D, the minimum bid capacity is 150 kW and the maximum bid capacity is 500 kW.

Eligibility Criteria: The bidder should meet following eligibility criteria to participate in the bidding process.

  • Before the techno-commercial bid opening date, bidders must have installed and commissioned grid-connected rooftop solar projects with a minimum capacity of 200 kW.
  • For any of the past three financial years, bidders should have had an average annual turnover of INR 50,000 /kW of the quoted bid capacity.
  • In the last financial year, the net worth of the applicant must equal or exceed the value calculated at INR 50,000/kW of the quoted bid capacity.
  • Micro, small, and medium-sized enterprises (MSMEs) registered with the state are exempt from the technical and financial eligibility requirements.
  • The lowest price cannot be quoted by bidders who have no previous experience or do not meet the required minimum experience. Bidders will, however, be able to implement rooftop solar projects, provided their bids match the lowest bid price.

Other Tender Details: As per the tender document, up to 3 kW rooftop solar systems would qualify for a 40% central financial assistance (CFA). Rooftop systems from 3 kW to 10 kW will receive a subsidy of 40% for the first 3 kW and 20% for the remainder. Common rooftop solar facilities up to 500 kW are limited to 20% CFA for residential welfare associations and cooperative housing societies.

For these projects, the successful bidder must use ‘Made in India’ solar cells and modules. A solar module must have a capacity of 250 watts and an efficiency of 16 percent. In addition, modules should have a performance warranty of more than 90% in the first ten years and over 80% in the next 15 years.
