Tender issued for 25 MW Rooftop Solar Project in Maharashtra

MSEDCL has issued tender inviting bids for the empanelment of agencies for the installation of 25 MW of grid-connected rooftop solar systems in the state.  The qualified firms need to submit their bids latest by 18 September 2020.


For the installation of 25 MW of grid-connected rooftop solar systems in the state of Maharashtra, bids have been invited for empanelment of agencies by the Maharashtra State Electricity Distribution Company Limited (MSEDCL).

The document mentions that the bidders can bid for 25 MW capacity under two categories A and B. Under Category-A, 20 MW of capacity has been allocated while under Category-B, 5 MW of capacity has been reserved for bidding.

The bidder should use only local solar modules with indigenous solar cells, as mentioned in the tender document.

As per the document, comprehensive maintenance for five years will also be included in the contract. Also, the document mentions that from the date of the sanction of the application a period of two months has been set for completion of work.

Submission Deadline & EMD:

The bid submission deadline for the interested bidders is September 18, 2020. On the other hand, the pre-bid meeting is scheduled for September 09, 2020.

Interested bidders are required to submit an amount of INR 500,000 as of the earnest money deposit (EMD) with their bids for “Category A”.

While for “Category B”, bidders are required to submit an amount of INR 300,000 as of the earnest money deposit (EMD).

Applicable CFA:

The tender document stated that 15 MW would be allotted ranging between 1 to 3 kW, while 6.5 MW will be allotted between 3 kW to 10 kW and 3.5 MW to be allocated for projects ranging from 10 to 100 kW of capacities.

Under this project, up to 40 percent of central financial assistance (CFA) will be provided for systems ranging up to 3 kW.  While for the project in the range of 3 kW and up to 10 kW, the CFA of 40 percent will be applicable to the first 3 kW only, by contrast, to systems above that and other capacities – a 20 percent of CFA would apply.

CFA will be limited to 20 percent to set up a rooftop system to supply power to common facilities to groups of residential housing societies and associations.

Eligibility Criteria:

To take part in the bidding process under Category-A, the bidder should have constructed and commissioned – at least 100 KW of a grid-connected solar plant, in residential, commercial, government, or any other sector. In category B tenders, on the other hand, new entrepreneurs as well as those who are not covered by ‘Category-A’ may take part in the bidding process.

Financial Eligibility Criteria:

In order to be considered for a competitive bid process for Category-A, the average annual turnover of the bidder should be at least INR 5 million per year during the last three financial years. While there is an exemption of financial eligibility criteria for taking part in Category-B.
