Tender for supply of 3 lakhs multi-crystalline solar cells floated by REIL

REIL has issued tender inviting bids for the supply of 3,00,000 multi-crystalline solar cells of 4.5 watts. The bid submission deadline is January 28, 2021

A tender was issued by the Rajasthan Electronics India Limited (REIL), a joint venture of the central and Rajasthan state governments, for the supply of 300000 multi-crystalline solar cells with 4.5 watts.

Submission Deadline & EMD:

The last date for submission of bids is 28 January 2020. While there is no mention of any earnest money deposits on the part of the bidders.

Scope of Work:

The REIL seeks quotation from bidders’ for the supply of 3 lakhs multicrystalline silicon solar cells with four or five busbar in a dimension of 156*156 ± 1.0 mm or 156.75*156.75 ± 1.0 mm having the thickness of 200 +/- 20 µm of each cell.

As per the tender document, a quantity of 75,000 solar cells have been earmarked for the suppliers of micro and small enterprise (MSE) category. It is to be noted that, 20% of this embarked quantity for MSE’s has been reserved for MSEs owned by SC/ST entrepreneurs.

Other Tender Details & Specifications:

The supplier must supply the solar cells free of defects like cracks, holes, chipped edges, missing gridlines, spots, patches, or mismatched color, pattern, sizes, etc. The packaging must be export quality, so as to avoid any damages during transportation and need to be packed in shock-proof thermocol boxes in lots of 100. The supply the cells should be in a power band of 0.05W by the suppliers.

These suppliers are also required to provide the details of cell type, crystalline structure, resistance, orientation, thickness and wattage of the cells on each package.

It would prefer to negotiate directly with manufacturers or their distributors, REIL said. The contract agreement is to be until March 3, 2021. Further, as per the mutual agreement, the cells need to be delivered on a monthly shipments basis. REIL will give consideration to indigenous suppliers who follow the quality requirements and specification principles.

The first time suppliers to REIL should send a sample lot of 140 cells of each wattage free of charge for evaluation before the tender scheduled deadline. Depending upon the approval of sample and meeting the terms and conditions, a new vendor shall be selected for trial order by REIL.

REIL retains the right to stretch, if applicable, the delivery time. If deliveries do not take place on schedule, liquidated damage shall be applicable at the rate of 1 percent of the total value of the shipment per week, however, limited to the maximum of 10 percent.
