NHPC Issues Tender for 2 GW solar project with INR 2.95/kWh tariff cap

A government-owned hydro-power generator, National Hydro Power Corporation (NHPC) has issued tender inviting bids for procurement of 2 GW of Solar PV power. For 25 years, NHPC will enter into power purchase agreements with successful developers. It is expected that the projects are connected with the Inter-State Transmission System (ISTS). Modules for these tender projects (open category) can be imported.

Projects can be set up anywhere in India. The projects that a developer can bid for do not have a maximum limit. Under this tender, projects commissioned, under construction or which are still not commissioned cannot be considered. In addition, this project would not allow the improvement or increase of the project commissioned irrespective of their capacity.

The tariff ceiling of INR 2.95 ($0,041)/kWh has been set by the NHPC. For 25 years, bidders will quote a set levelized tariff. Successful developers are obliged to fulfill at least 19 % of the capacity utilization factor (CUF). The project will be implemented on a build-own-operate (BOO) basis on land which is identified by the solar power developers and is arranged by them.

NHPC has permitted the commencement of the contract by 18 months from the date of signing the power purchase agreement. A total of INR 10 lakhs ($13,890) /MW has been set as the earnest money deposit (EMD) for this tender.  The date for submitting an application is 27 September 2019.

NHPC entered into an engineering contract for the procurement and construction (EPC) in April 2019 as part of its green energy commitment to develop 40 MW of the grid-connected solar power project in Ladeihil, Ganjam Odisha district.
