IOCL floated a global tender for green hydrogen generation projects

A global tender has been issued by India’s state-owned company India Oil Corporation, (IOCL), for the development of green hydrogen generation facilities on a build, own, operate (BOO) basis (BOO) at its refineries in Uttar Pradesh, and Haryana.
The India Oil Corporation seeks bids for the development of green hydrogen generation facilities on a build, own, operate (BOO) basis. Successful bidder will need to develop a green hydrogen generation facility with a capacity of 5,000 metric tonnes per year for their refinery in Mathura, Uttar Pradesh and a 2,000 metric tonnes per year facility for their refinery in Panipat, Haryana.

Scope of Work : The job includes the design, engineering, procurement, construction, commissioning, and performance trial runs of green hydrogen generation units. Commissioning of projects must be accomplished within 28 months of the letter of award (LOA) and comprehensive operation and maintenance services must be furnished for a period of 16 to 24 years.
Eligibility Criteria for Mathura Facility : Under eligibility criteria to bid for a green hydrogen generation project with a 5,000 MT capacity, the bidders must have successfully built, owned, and operated green hydrogen generation projects within the last 15 years. Of these, one green hydrogen generation project must have a minimum capacity of 2,000 MT per annual and must have been in operation for at least two years at the time of bid submission. Alternatively, the bidder needs to have owned, operated and maintained a 2000 MT green hydrogen project for at least two years prior to the deadline for submission of bids.
Eligibility Criteria for Panipat Facility : Bidders should have developed and operated green hydrogen projects on a build, own, operate basis during the last 15 years in order to be eligible to bid for the 2,000 MT project. In addition, one hydrogen project should have an annual capacity of 800 MT and have been in service for at least two years as of the last date of bid submission. Alternatively, the bidder should have owned, operated, and maintained a green hydrogen project with an 800 MT annual capacity for at least two years by the deadline for bids.
