Indian Railways Tenders for Pilot Solar Project with Battery Storage

Indian Railways has issued tender inviting bids for setting up of a pilot solar projects with battery storage in the state of Gujarat. Bid submission deadline is January 05, 2021


A tender was issued by the Railway Energy Management Company Limited (REMCL), a joint venture of the Indian Railways and RITES Limited, for the development of a grid-connected Pilot Solar Power Project with Battery Storage in the state of Gujarat for the long term procurement of renewable energy power.

Submission Deadline & EMD:

The last date for submission of bids is 05 January 2020.

Scope of Work:

The company plans to set up this pilot project on the vacant railway land of approximately 90 acres at Dahod in Gujarat.

The work scope for selected bidders would include providing for a techno-economical, feasible, and innovative approach to the efficient use of solar power by energy storage technologies during non-solar hours.

For this, the bidder is expected to share with REMCL a well-prepared concept note and feasibility report of a probable solution.

Eligibility Criteria
  • A bidder should have prior experience in storage projects in the field of solar power generation and renewable energy.
  • The bidder also has to propose storage solutions with various options for solar and energy storage in the feasibility study.
  • The bidder is also expected to provide for an average project cost estimate for per MW power generation as well as an estimated capital expenditure (CAPEX) of 10 MW, 15 MW, and 20 MW on a per MWh basis.
Other Tender Details:

Clean energy developers must establish a power purchase agreement (PPA) with Western Railways for 25 Years at fixed tariffs. The developers will have to undertake the designing, installation, finance, and running of the solar project with the proper storage.

The PPA will be signed by Western Railway at the tariff arrived through a competitive bidding process for which REMCL will be tendering through open competitive bidding.

Indian Railway Plans

In August, Piyush Goyal, the Union Minister for Railways, Industry, and Commerce has announced the Indian Railways plan to install 20 GW of solar projects in their vacant lands in line with their estimated consumption requirements of 33 billion (BU) units by the year 2030.

Now, based on the success of this pilot storage project, Indian Railways will extend its net-zero-carbon emission goal by 2030 to include storage-based projects in the rail network.
