Haryana Issues Tender For 3 Grid-Connected Solar Pv Projects Totaling 57 MW
Recently a tender has been issued for three grid connected solar PV power plants with a total capacity of 57 MW, by the Haryana Power Generation Company Limited (HPGCL).
Project Sites:
The projects will be developed at HPGCL three power generation stations. A solar project of 30 MW capacity is to be developed at Ash Dyke Area, Faridabad Thermal Power Station (FTPS), located in Faridabad.
Another 15 MW of solar project is to be developed at the Deenbandhu Chotu Ram Thermal Power Plant (DCRTPP) in Yamuna Nagar.
While the third solar power project of 12 MW is planned to be developed at Western Yamuna Canal (WYC) in Yamuna Nagar.
Project Details:
HPGCL will assign the projects for 25 years based on lowest quoted levelized tariff. Tariff capping of INR 3.30/kWh, has been laid for the bids.
An amount of INR 10 lakh per MW ($14,000) has been put as the earnest money deposit (EMD) for the project.
Projects should be commissioned within 10 months of the date of receipt of the Letter of Intent or the Signing of the Power Purchase Agreement (PPAs), whichever is the earlier, as per the tender documents.
Bid submission deadline for the tender is 14 October 2019 while the opening of the techno-commercial offers is schedule on 18 October 2019.
Eligibility Requirements
Only bidders who have experience of the required scope of work for the project for with either single order capacity of 5 MW or X2 orders capacity of 3 MW each or X3 orders capacity of 2 MW each in the past shall be eligible.
In addition, for the financial eligibility it is required that during the three previous financial years the bidder’s average annual turnover must be INR 6 crore.
Scope of Work:
The work covered by this tender involves designing, supply & procurement, engineering& construction and project commissioning.
The project is to be developed for 25 years, based on build, operate and transfer (BoT) mode.
The operations and maintenance (O&M) of solar projects over the same period will also be the responsibility of selected developers.

The Haryana State Government has laid a task to encourage the strategies and programmes, which are essential to popularize applications of diverse new and renewable energy technologies in the State.
Similar tenders were awarded by HPGCL for the creation of 73 MW of grid-connected photovoltaic power projects in the State in June 2019.
Also, Request for Proposal (RfP) for renewable energy procurement from 300 MW of solar projects had been invited by the Haryana Power Purchase Company in July 2019.
