Empanelment Tender for Rooftop Solar projects floated by PSPCL

The tender was issued for the installation and commissioning of 50 MW of grid-connected solar power projects in the state of Punjab. Ranging between 1 kW and 500 kW, these projects are to be set up at residential premises, residential welfare associations, and housing societies in the state of Punjab.
Submission Deadline & EMD:
The last date for submission of bids is 04 January 2021.
Bids are scheduled for opening on 07 January 2021.
An amount of INR 50,000/- is to be submitted as an earnest money deposit (EMD) for this tender.
Scope of Work:
The scope of work for the selected bidders will include the designing, engineering, manufacturing, supplying, installation, erection, testing, and commissioning of the rooftop solar projects.
In addition, the bidders will also be required to provide operation and maintenance services of the solar project for a period of 5 years.
Eligibility Criteria
- The bidder may apply in two categories to participate in the bid process i.e Category-A and Category-B.
- For bidders with experience of efficient installation and commissioning of minimum aggregate capacity (as provided for in the tender document), can apply in Category-A. Initially, a capacity of 250 kW will be assigned for each Category-A bidders.
- Class B will include bidders who are new companies and who do fall under Category-A. Empanelment of vendors for Category-B has been restricted to a maximum of 120 vendors. One company will be assigned with 100 kW of capacity.
- An amount of INR 500,000 for Category-A and INR 200,000 for Category-B will be required to be deposited towards security deposit – by the selected bidders.
Other Tender Details:
For finalizing the lower (L1) rates and calculating Central Financial Assistance (CFA), the prices found by this tender or the benchmarks of FY 2020-21 (whichever the lower) will be taken into account.
All eligible bidders will be tentatively allocated with 50 MW of capacity by PSPCL. Of this initially, 28 MW will be allotted to ‘Category A’ bidders and 12 MW for ‘Category B’ bidders.
Depending on empaneled vendors’ results, PSPCL will assign the remaining unallocated 10MW. PSPCL is also free to minimize or increase the allocated capacity of any of the empaneled vendors’.
