The bid submission deadline for phase-II of the Central Public Sector Undertaking (CPSU) scheme for setting up 12,000 MW grid-connected solar projects with viability gap funding has been extended to June 15 by Renewable Energy Development Agency Limited (IREDA), a PSU under the Ministry of New and Renewable Energy (MNRE).
The Ministry had previously kept the deadline for submitting bids till May 30. Now, after extension, the CPSUs can submit their application by June 15, while the winning bidders will be selected by July 20. IREDA has been designated as the scheme’s implementing agency by MNRE.
IREDA had requested proposals on the 29th of January this year for the development of Grid (including Mini and Micro Grid) Connected Solar PV projects all around the country, as part of the central government’s goal of achieving a cumulative capacity of 100 GW Solar PV installations by 2022. Under Phase-II, this will be done on a “Build Own Operate” (B-O-O) basis with a total capacity of 5,000 MW (Tranche-III).
Under the programme, power generated by government producers can be used for self-use or for use by government/government entities, either directly or through DISCOMS, at a mutually agreed use charge of not more than Rs 2.45/unit.
The cost difference between domestic and imported solar cells and modules is covered by a VGF. VGF will be distributed in two stages. The highest VGF per kilowatt that can be used is Rs 55 lakh. The real VGF to the government producer will be determined through a bidding process in which the VGF amount will be used as a bid parameter to choose the project developer.
MNRE will examine the maximum permitted VGF amount from time to time and may reduce it if the cost difference decreases.
