The Rewa Ultra Mega Solar Limited (RUMSL) has requested proposals for the selection of a firm for the preparation of a detailed project report (DPR) for the construction of solar parks in the state of Madhya Pradesh.

The RUMSL is a joint venture formed by the Solar Energy Corporation of India (SECI) and the Madhya Pradesh Urja Vikas Nigam Limited (MPUVNL).

Submission Deadline & Security Deposits:

The last date for submission of bids is 10 February 2021. The bids are scheduled to open on the next day – 11 February 2021.

Interested bidders are expected to submit a bid security amount of INR 5 lakhs. While the selected bidder must present an amount of INR 10 lakhs for the performance security.

Scope of Work:

The scope of work involves preparation of detailed project report (DPR) for solar parks which should include analysis of technical and commercial aspects so as to understand the attractiveness, viability, risks, and mitigation plans regarding the development of solar parks.

The successful bidder will need to submit a final DPR for 950 MW Chhatarpur solar park and for 600 MW Omkareshwar floating solar park in Madhya Pradesh.

Eligibility Criteria:

In order to participate in the competitive bidding process, the bidder should satisfy the following criteria…

  • A bidder should have prior experience of consultancy advisory of more than 5 years in the field of renewable energy project development of at least 100 MW at a single solar park.
  • The bidder should also have experience of assisting in three solar projects of at least 100 MW capacity each at a single park for Centre, States / UTs or public sector undertakings.
  • During the past 5 years, the bidder should also have experience of preparing at least three DPRs for solar projects of at least 100 MW capacity each at a single solar park.
  • Under financial criteria, during the past three financial years – the bidders should have an average turnover of at least INR 5 crore per year, from the consultancy services.
Other Details:

The DPR Draft should be submitted to proceed with a particular solar park within three months from the date of issuance of the notice. The complete task period allotted shall be of 12 months.
