APGECL tenders for 6.4 GW of SPV project development in the state
The Andhra Pradesh Green Energy Corporation Limited (APGECL) has issued a tender to develop 6.4 GW of Solar Power projects across the state. Bids submission deadline is December 28, 2020
For the development of 6.4 GW of solar power projects at 10 locations across the state of Andhra Pradesh – APGECL, has issued tender inviting bids from solar power developers.
In order to secure a reliable 9-hour day free supply of electricity to farmers, the state government of Andhra Pradesh decided to develop 10 GW of solar projects in the state. For this APGECL was formed by the state government.
This total of 6.4 GW solar power project development includes – one 1200 MW project at Akmbadur, while eight projects of 600 MW each to be developed at Chakrayapet, Kambaldinne, Pendlimarri, Rudrasamudram, CS Puram, Uruchinatala, Mudigubba, and Kolimigundala. Also, one 400 MW project is to be developed at Thondur.
Submission Deadline& EMD:
The last date for submission of bids is 28 December 2020 while the bids will open on January 7, 2021.
For this tender, the interested bidders will have to make a submission of INR 150, 000/– as an earnest money deposit (EMD) along with their bids.
Bidding Criteria:
According to the tender documents, the bidder should make a single bid for a minimum capacity of 300 MW and for a total capacity in multiples of 300 MW except for the 400 MW project. The minimum project capacity is 300 MW for each project.
The quoted tariff (post-e-reverse auction) will be increased by INR 0.0055/kWh in respect of every INR 100,000 / MW incurred for the basic customs duty (BCD) and the safeguard duty. This will be accompanied by an amendment to the PPA.
Under the ‘Greenshoe Option’ – the developer will have the option to develop 50 percent of capacity over what the bidder quoted, within six months after issuance of the Letter of Award (LoA).
For the entire length of the Power Purchase Agreement (PPA), the CUF factor for the project shall remain unchanged. Installing the number of solar panels and associated equipment necessary to generate the requisite CUF shall be the responsibility of the developer.
In order to receive the annual CUF, the developers should continue to produce the declared value between +10% and -15% until ten years from the date of commissioning and +10% and -20% of the declared value of the yearly CUF until the end of the 30-year term of the PPA.
Any excess generation over and above 10% of declared annual CUF will be purchased by the APGECL at a fixed tariff of 75% of the PPA tariff.
Eligibility Criteria
The participants must fulfill the following eligibility criteria to participate in the competitive bidding process –
- The applicants are required to have prior experience in solar and electricity sectors and have executed solar projects with a minimum of 25 MW during the last ten years. In the case of a consortium, at least one member of the consortium should have the above experience.
- Also, in the last financial years, the applicant should have a net worth of at least INR 6 million / MW of the quoted capacity. The bidder’s minimum annual turnover of at least INR 4.14 million / MW of the quoted capacity.
- The bidders should have an internal resource generation capability of at least INR 830,000 /MW of the quoted capacity, in the form of Profit Before Depreciation Interest and Taxes (PBDIT)…
According to available reports and data, the state of Andhra Pradesh currently has in the operation around 3.7 GW of large-scale solar projects and around 1.3 GW of projects under different stages of development. The state has floated some 6.5 GW of solar tenders, so far.
