Fourth deadline extension for SECI’s 15 Mw floating solar project in HP

The bid submission deadline for the development of 15 MW floating solar power project in Himachal Pradesh has been extended by SEBI for the fourth time.

Solar Energy Corporation of India (SEBI) has extended the submission of bids deadline for the fourth time for the selection of developers to set up 15 MW floating solar project in Himachal Pradesh. The project to be developed on Build, Own & Operate (BOO) basis, is proposed to be set up at Nagal Pond in Bilaspur district of Himachal Pradesh

The power to be generated from the project will be sold to the Bhakra Beas Management Board (BBMB). For this, BBMB will sign a power purchase agreement (PPA) with the Project Developer at the maximum levelised tariff payable being fixed at INR 3.41/ kWh for 25 as on the last date of bid submission – as per Request for Selection (RfS).

Submission Deadline New Dates:

The last date for submission of offline bids has been extended from 10 September 2020 to 15 October 2020, while on the other hand, the date for submission of online bids has been extended from 14 September 2020 to 19 October 2020.

In this context, technical-commercial bids, it will now be opened on 20 October 2020.

While the Interested bidders need to submit an earnest money deposit of INR 13.5 million

Scope of Work

Under work scope, the selected developer in compliance with the provisions of this RfS document will require to provide for transmission network, with a voltage level of 66 kV to the interconnection point as well as loop-in-loop-out (LILO) connection for the delivery point at its own expense – in addition to the setting up of the floating solar PV project.

The scope of the selected solar power developer shall also include getting all licenses, permits, and clearances needed for the implementation of the project, including those necessary from the State and local administrations to the delivery stage.

Other Criteria

Applicants must have a net worth of at least INR 135 million as of the end of the previous financial year, in order to be eligible for a competitive bidding process.

Applicants should also send an initial letter of approval from a financial institution committing at least INR 23.6 million of credit lines to satisfy the project’s capital needs.

SECI has also pointed out that only models and manufacturers that are enlisted in the Approved List of Models and Manufacturers (ALMM) of MNRE shall be eligible for the procurement of cells and modules for the project.
