Tender for 10 MW Floating Solar Project in WB

WBPDCL re-tenders for the development of a 10 MW grid-connected floating solar project at Sagardighi TPP in Murshidabad, West Bengal. The interested bidders need to submit their bids latest by 04 November 2020.


While re-tendering the same capacity of a 10 MW floating solar project, earlier tendered in March 2020 – The West Bengal Power Development Corporation Limited (WBPDCL) – has invited bids for setting up of a grid-connected floating solar project in the district of Murshidabad, West Bengal.

This project with an estimated cost of the project is INR 600.2 million is to be set up at Sagardighi Thermal Power Project and should be completed within one year from the date of the issuance of the Letter of Award (LoA).

Submission Deadline & EMD:

The bid submission deadline for the interested bidders is November 04, 2020. While on September 30, 2020, a pre-bid meeting has been scheduled for the bidders.

Bidders will need to submit an amount of INR 12 million as the earnest money deposit (EMD).

Scope of Work

Under the work scope, the selected bidders will be required to undertake the design, engineering, procurement, and construction (EPC) of the grid-connected floating solar power project.

The selected bidder is required to provide a comprehensive operation and maintenance services for the plant, for a period of 5 years from the commissioning date as per the contract document.

Eligibility Criteria:

Under eligibility criteria, in the past seven years – the bidders should have experience of developing one rooftop, land-mounted, or floating solar project with a capacity of 8 MW or two of 5 MW respectively. The Projects in India or abroad should have been in working for at least a year.

Financial Eligibility Criteria:

Under financial eligibility criteria, in the last three financial years, the bidder should have a minimum average annual turnover of INR 180 million. In the previous financial year, the net value of the bidder should not be lower than 100% of the bidder’s paid-up share capital.

If the bidder is a partnership, the total net value of both the parties should not be less than 100% of the bidder’s paid-up share capital.

Other Criteria

The tender document stipulates that beginning with the second year, the net minimum guaranteed solar power generation should hit a rate of 1.52 million units / MW per year, with a decline of one percent for any cause. If the units produced are short, then every year up until the fifth year, the shortfall will be deducted by INR 6.50 / kWh.
