Tender for 1200 MW of wind-solar hybrid projects floated by SECI

Bids can be submitted for a minimum of 50 MW and up to 1,200 MW. The deadline for submitting bids is December 6, 2021.


The Solar Energy Corporation of India (SECI) has invited bids under Tranche-V, for development of 1,200 MW of wind-solar hybrid power projects across India. These projects are to be interconnected to the interstate transmission system (ISIS). 

A bidder is required to submit a single bid offering at least 50 MW of contracted energy and at most 1,200 MW. A duration of 18 months from the effective date of the PPA should be used for commissioning the project’s total capacity.

Important Dates & Deposits: Until December 6, 2021, bids may be submitted. Bidding will open on December 8. Bidders will be required to provide a performance bank guarantee of INR1.146 million at least seven days prior to signing the power purchase agreement (PPA).

Eligibility Criteria: At the end of the previous financial year, the bidder’s net worth must be at least INR 11.46 million per MW of the quoted capacity. During the last financial year, the bidder’s minimum annual turnover should have been INR 6.154 million per MW of the quoted capacity. 

As of the last day of the previous financial year, the bidder’s internal resource generation capacity should be at least INR 1.231 million per MW of the quoted capacity, based on profit before depreciation, interest, and taxes. Additionally, to be eligible for this bid, the bidder must possess a letter from the lending institution committing a credit line of at least INR 1.538 million per MW of the quoted capacity.

Other Tender Details: As defined by this tender, a hybrid power project will consist of two components – one solar and one wind power project. The rated installed project capacity for either component should not be less than 33% of the contracted capacity. Hybrid installations must be able to connect to the transmission network of the central transmission utility at a voltage level of 220 kV or higher.

Under no circumstances should the declared annual capacity utilization factor (CUF) be less than 30%. The developer will need to ensure that the annual energy supply for the PPA duration of 25 years is at least 90% of the declared value of the CUF and at most 120% of the declared value.

SECI has proposed to promote only commercially established and operational technologies in the request for selection (RfS) procedure to minimize technical risk and achieve timely commissioning of the projects. Bidders are advised to consider the fact that Basic Customs Duty (BCD) is imposed on solar cells and modules while preparing their response to RfS.

Furthermore, in order to ensure only high-quality systems are deployed, only wind turbine models listed in the Revised List of Models and Manufacturers issued by the MNRE as of the date of commissioning will be permitted to be deployed.
