GSECL tenders for EPC of 60 MW solar project in Gujarat

Three projects totaling 60 MW will be constructed at Sukhpar (15 MW), Chandavada (34 MW), and Kakarva (11 MW). The deadline for submitting bids online is November 30, 2021.


The Gujarat State Electricity Corporation Limited (GSECL) has floated a tender inviting bids from contractors for construction of grid-connected solar power plants at various substations of the Gujarat Energy Transmission Company in the Kutchh district of the state. 

With a total capacity of 60 MW on offer, these projects will be constructed at Sukhpar (15 MW), Chandavada (34 MW), and Kakarva (11 MW).

Important Dates & Deposits: The online bids submission deadline is November 30, 2021, while the opening of the bids is scheduled for December 6, 2021. A pre-bid meeting will be held on November 16.

A bidder will need to submit an earnest money deposit of INR 24 million for the project, with an estimated cost of INR 2.4 billion. Also, the successful bidder will be required to submit a performance bank guarantee for 10% of the contract value within seven days of accepting the letter of intent.

Scope of Work: Under the scope of work, the successful bidder will have to undertake the work involving the design, supply, engineering, procurement, and construction for the 60 MW grid-connected solar power projects, ranging from 10 MW to 55 MW. The bidder will also have to undertake the construction, erection, testing and commissioning of the 66 KV bay for the evacuation of power to GETCO’s 66 kV substation. In addition, the tender winner will be responsible for operating and maintaining the project for the next five years.

Other Tender Details: In the last three financial years, the turnover of the bidder must have been at least INR 1.68 billion, and the bidder’s net worth should have been positive over the last financial year. The bidder must meet the stipulated turnover requirements if it is a 100% subsidiary and does not meet the annual turnover criteria.

It is necessary to use solar modules from the Approved List of Models and Manufacturers (ALMM) currently being issued by the Ministry of New and Renewable Energy. Moreover, the modules must have crystalline silicon technology, at least 300Wp and a 72-cell configuration.
