Empanelment Tender Issued for 38 MW of Residential Rooftop Solar Systems in Uttar Pradesh
UPNEDA issued an empanelment tender for 38MW rooftop solar project. Online bid submission deadline is December 13, 2021.
Under the capital expenditure (CAPEX) model, the Uttar Pradesh New and Renewable Energy Development Agency (UPNEDA) is inviting bids to empanel installers to develop 38 MW of grid-connected residential rooftop solar systems of various capacities. The project are to be implemented under MNRE’s rooftop solar program, Phase-II of the grid-connected solar energy program.
Scope of Work: The empanelled vendors will be responsible for design, supply, install, test, and commissioning of the project, along with operations and maintenance for five years. They should also ensure that surplus power can be evacuated to the grid from the interconnection point.
The timeline to complete the project is six months after the date of the letter of allocation or fifteen months after the date of approval by the Ministry of New and Renewable Energy (MNRE), which is November 15, 2021, whichever is earlier. (February 14, 2023 is the end of the timeline).
The term of empanelment is one year, starting on November 15, 2021, and can last up to 15 months.
Important Dates & Deposits: The deadline to submit bids online is December 13, 2021. On December 14, bids will be opened. An amount equal to INR 1,000 multiplied by the bid capacity in kW will be required as earnest money deposit by the bidders.
In accordance with the capacity allocated, the successful bidder should furnish a performance bank guarantee for installation and commissioning. It will be equal to 3% of the project cost and allocated capacity multiplied by the cost discovered.
Other Tender Details: The proposed capacity has been categorized into the following parts;
- Part A: – Proposed capacity of 1kW to 3kW with aggregated capacity on offer of 8,000kW (min 100kW and max 800kW)
- Part B: – Proposed capacity of 3kW to 10kW with aggregated capacity on offer of 26,000kW (min 100kW and max 2600kW)
- Part C: – Proposed capacity of 10kW to 100kW with aggregated capacity on offer of 1,500kW (min 100kW and max 150kW)
- Part D: – Proposed capacity of 100kW to 500kW with aggregated capacity on offer of 1,500kW (min 100kW and max 150kW)
Open Category Bidders are eligible to participate under Category A and Category B with aggregated capacity on offer of 1,000kW capacity
Systems up to 3 kW will be eligible for central financial assistance (CFA) of 40% of the benchmark cost. Systems above 3 kW and up to 10 kW will be subject to a CFA of 40% only for the first 3 kW of capacity and 20% for the rest. For group housing societies and residential welfare associations, the CFA will be limited to 20% for common facilities up to 500 kW.
Eligibility Criteria: An eligible bidder must have designed, supplied, installed, and commissioned grid-connected rooftop solar power projects with an aggregate capacity of not less than 100 kW. The projects must have been commissioned before the bid opening date. Projects must be a minimum of 10 kW each. MSMEs have been exempted from the technical eligibility criteria.
In one of the last three financial years, the bidder should have generated an average annual turnover of at least INR 15,000 /kW of the capacity offered in its bid. Alternatively, the net worth of the bidder should equal or exceed the amount calculated at INR 7,500 per kW of capacity offered by the bidder in its bid. The financial eligibility requirements will not be applied to MSMEs registered under the MSME Development Act, 2006 of Uttar Pradesh.
