WBSEDCL invites empanelment bids for 50 MW of Residential Rooftop Solar Projects

WBSEDCL tenders for empanelment of agencies to install 50MW of grid-connected rooftop solar projects on residential buildings. The bid submission deadline is September 27, 2021


WSEDCL (West Bengal State Electricity Distribution Company Limited) has invited bids for empaneling agencies to install 50MW of grid-connected rooftop solar projects on residential buildings in the state. One year of maintenance activities will be required of the successful bidder.

Two categories of bidders (Category-A and Category-B) are to be empaneled through this tender, according to the tender document. The total approved capacity of 50 MW has been divided between the two categories, Category A (35 MW) and Category B (15 MW).

Important Dates and Deposits: Until September 27, 2021, bids can be submitted online, and they will be opened on September 29, 2021. On September 8, there will be a pre-bid meeting.

There will be a deposit of INR 2 lakh for earnest money (EMD). Micro, Small, and Medium Enterprises (MSMEs) are exempted from EMDs.

A performance bank guarantee of 10 percent of the contract value will be required for 5 years plus one month. The same needs to be furnished within 15 days of the successful bidder completing the job.

Eligibility Criteria: In order to qualify for Category-A, the bidder must have installed grid-connected rooftop solar projects of at least 200 kW capacity in the residential sector prior to the date of bid submission.

An alternative is for the bidder to have installed and commissioned a grid-connected system of at least 1 MW in any sector, including residential, industrial, government, or other such fields.

All new entrepreneurs and bidders not included under Category A will be grouped together in Category B.

Financial Eligibility Criteria: An average turnover of 1.5 crores (15 million) per year for Category-A bidders during the last three financial years is required. For Category-B bidders, the average turnover during the last three financial years should be INR 15 lakh (1.5 million). It is required that bidders have a positive net worth over the past three years.

Upon empanelment of the agency under Category-A, a security deposit of INR 15,00,000 will be required within 15 working days of the letter of intent (LOI). Category-B agencies must pay WBSEDCL a security deposit of INR 500,000 within 15 days of the letter of intent for empanelment.

The solar modules and cells to be used for the project should be made in India as per the Ministry of New and Renewable Energy’s requirements.
