Tenders for 2.5 MW rooftop solar projects in Kerala issued by ANERT

ANERT floated tenders for 2.5 MW rooftop solar projects in Kerala with the bids submission deadline of July 28, 2021


Agency for News and Renewable Energy Research and Technology (ANERT)  seeks rate contract bids for grid-connected rooftop solar installations of 2.5 MW across the state of Kerala. 

Project capacities would range between 2 kW and 50 kW and would be installed as part of the ANERT program throughout the state. The tender document specifies that only one bid should be submitted by each bidder. In the event of more than one bid, the bidder would be disqualified.

Bid Submission & EMD:

The deadline for bid submissions is July 28, 2021. Bidders are required to submit an earnest money deposit of 500/kW for the quantity being bid on, with a maximum deposit amount of 500,000.

Scope of Work:

A rooftop solar installation project work scope comprises the supply, installation, testing, and commissioning of solar systems. Bidders who are successful must commission the project within two months of receiving the work order and provide a five-year warranty.

In accordance with the tender document, bidders must quote an all-inclusive price, including materials, labor for the civil works, installation, and commission of projects, five-year warranty, remote monitoring facility, insurance, GST, and all other expenses. For one year, the finalized rate will apply to all installations made throughout the state through the ANERT program.

Qualification Requirements:

In order to qualify for the bidding process, bidders should have completed and maintained 2 MW grid-connected or off-grid solar projects across the country during the past five financial years, or have installed solar projects with a capacity of at least 500 kW in Kerala.

Bidders must have maintained a positive net worth for the previous two out of five years. Furthermore, the bidders’ average annual turnover should also be greater than INR 10 million in at least two out of the past five financial years.

Furthermore, the successful bidder must submit a performance security deposit of INR 1.500 per kW for the quoted capacity, with a maximum guarantee of INR 2.5 million for the first 12 months after the agreement is signed.

Other Tender Details:

The bidding document specifies that faulty systems or components must be repaired or replaced within ten days of their report. Additionally, it is recommended that the servicing be done at the installation site.

A bidder should have authorized service centers or providers in all districts of the state, according to the tender document. Those who do not have such facilities should agree to establish them and provide an undertaking for doing so. A separate agreement could also be formed with Urja Mithra service centers supported by ANERT.

Within seven days of receiving the work order, the successful bidder should sign the contract agreement. It is expected that the successful bidder will begin the services as per the scope of work within 15 days of being assigned the work order.
