SECI tendered for 15 MW grid-connected floating solar power project in Himachal Pradesh

SECI has issued tender inviting bids for setting up of 15 MW grid-connected floating solar PV power plant in Himachal Pradesh.


Solar Energy Corporation of India (SECI) has floated a tender, inviting bids from eligible bidders for setting up of 15 MW grid-connected floating solar PV power plant at Nangal Talab in Bilaspur district, Himachal Pradesh.

Submission Deadline:

The last date of submission of applications is August 5, 2020, (August 3, 2020, for Online Submissions).

The techno-commercial bids will be opened on August 6, 2020..

A pre-bid meeting has been scheduled for July 17, 2020.

Earnest Money Deposit

All bidders will have to submit an Earnest Money Deposit (EMD) of INR 1.35 crore along with their bids.

Scope of Work

The scope of work for the 15 MW floating solar tender includes setting up projects at Nangal Pond near Nila village in Bilaspur. The winning bidder must establish single point connectivity at a voltage level of 66 kV at the interconnection point of the project substation with a loop-in-loop-out (LILO) connection to the Bhakra Beas Management Board (BBMB).

Completion Criteria

According to the tender, the scheduled commissioning date (SCD) for the commissioning of the full capacity of the project will be 18 months from the PPA effective date.

The maximum time required for the commissioning of the full Project potential with appropriate liquidated damages shall be limited to the date from the SCD or the extended SCD, as of six months.

Other Criteria

The projects will be developed on a build-on-operate (BOO) basis and a provision has been made to sell the power generated by the SPD from the above project to the buying unit, i.e. Bhakra Beas Management Board.

BBMB will enter into a Power Purchase Agreement (PPA) with the successful bidder selected by SECI for the purchase of floating solar power for a period of 25 years on the basis of RFS.

As per Request for Selection (RFS), the maximum layered tariff payable to the project developer is set at 3.41 / kWh for 25 years. This will include all statutory taxes, duties, duties, cess applicable as on the last date of bidding.
