PEDA Issued Tender for a 2 MW Solar Project in Himachal Pradesh on BOO basis

PEDA issues Tender for Design, Engineering, Supply, installation, commissioning and testing of 2 MW Grid connected Solar Plant on behalf of BBMB, in Himachal Pradesh

On behalf of Bhakra Beas Management Board (BBMB), the Punjab Energy Development Agency (PEDA), has issued a request for selection (RfS) for setting up of 2 MW grid connected solar power projects, at village Neilla Bhakra Dam in Himachal Pradesh on a build, own, operate (BOO) basis.

Submission Deadline:

The last date of the bid submission is 30 June 2020. Techno-commercial bids will be opened on July 2, 2020.

Earnest Money Deposit :

The prospective bidders have to pay the Earnest Money Deposit (EMD) of INR 5 lakh and a bank guarantee of 1 million..

Scope of Work

Design, Engineering, Supply, installation, commissioning and testing of 2 MW Grid connected Solar Plant of BBMB at village Neilla, Tehsil Naina Devi, Bilaspur, Himachal Pradesh on Boo basis. For commissioning the project, the time period provided is 13 months from the date of signing the power purchase agreement (PPA).

Technical Criteria

As per the tender, at least one project with a capacity of at least 1 MW should have been installed or commissioned by the bidder. At least one year before the last date of submission of bids, this reference project would have been in operational.

In the financial criteria, as the last date of the previous financial year the net value of the bidder should be to at least INR 7 million (~$93,240)/MW of the quoted capacity .

Other Criteria:

In accordance with the tender document, the declared annual capacity utilization factor should be at least 17 per cent. In addition, the bidder need to sign a rent agreement with BBMB for 27 years.

The designated voltage for the evacuation of power generated at the generation facility is 11 kV, as per the document. BBMB will supply the transmission line to the closest substation from the generation facility.
