GUVNL intends for long term  procurement of 3GW thermal power

The power utility has released draft bid documents for the procurement of power and requested views and comments from interested stakeholders.


Through a competitive bidding process, Gujarat Urja Vikas Nigam Limited (GUVNL) intends to procure 3 GW of electricity from thermal power plants over a long-term period.

This is almost after a decade that GUVNL plans to put out an invitation for bids for the purchase of electricity from thermal power plants. The last time it requested bids from thermal power producers was in 2010.

As part of the process for procuring thermal power, the power utility has also released draft bid documents, asking for views and comments from interested parties. GUVNL plans to invite bids once the draft bid document has been approved by the Gujarat Electricity Regulatory Commission (GERC).

The period of the power supply contract will be 15 years and registration and bid-submitting process dates will be announced separately by GUVNL after it receives GERC approval for the tender documents, the state-run company said in a notice.

GUVNL states the power will come from the thermal power plants – both existing and new – that have been built under a design, build, finance, own, and operate basis (DBFOO). These plants generate electricity utilizing coal allocated by the Union government through its Shakti (Scheme for Harnessing and Allocating Koyala Transparently in India) policy.

Gujarat will begin receiving coal under the Shakti scheme by 2023. Therefore, power is expected to be supplied tentatively in September 2023.
