CEL tenders for supply of 2 million multi-crystalline PERC solar cells

Central Electronics Limited (CEL) has floated a global tender for the procurement of 2 million multi-crystalline PERC solar cells.

Central Electronics Limited (CEL) has invited a tender for the supply of 2 million multi-crystalline passed emitter and rear contact (PERC) solar cells.

CEL is a government undertaking with a manufacturing capacity of 10 MW and 38 MW for solar cells and modules and fall under the administrative control of the DSIR, Department of Science and Technology.

According to the tender documents, the tender is open to domestic and international suppliers.

Submission Deadline:

The last date of submission of bid is July 9, 2020. Applications will be opened on August 18, 2020.

There is no earnest money deposit (EMD) amount to be deposited by the bidders.

Scope of Work

The supply of Cells by the selected vendors should have the thickness of 200 + 20 microns, and dimensions should be 157 × 157 mm (and 0.25 mm) and five bus bars in length. The prescribed minimum cell efficiency is 19.6 percent.

The manufacturer must endorse that the modules manufactured from these cells adhere to the International Electro-technical Commission (IEC) standards and are tested in an accredited laboratory.

Eligibility Criteria

According to the tendering document, manufacturing companies of solar cells and their authorized vendors have the right to quote the rate, but traders or stockists cannot take part in this tender. Only original manufacturers or their representatives can submit quotations.

Bidders not included in CEL’s approved vendor list will also be allowed to participate. These unapproved vendors should supply a sample of a minimum of 200 cells according to CEL specifications. However, the quotation of such bidders will be evaluated based on the eligibility criteria defined in the tenders. 

Other Criteria

An Indian agent may be eligible to enter the tender on behalf of the foreign principal/original equipment manufacturer (OEM) or the foreign principal / OEM, but both of them cannot bid in the same tender at one time.

Interested vendors should have an in-house multi-crystalline solar cell manufacturing capacity of at least 50 MW / year.

CEL has also stated that it can divide the quantity and award capacities to two or more vendors according to the requirement of production or project.
