For 224 MW of grid-connected solar projects, Gujarat State Electricity Corporation Limited (GSECL) has invited bids for design, engineering, supply, installation, and commissioning.
These solar projects will range between 10 MW to 55 MW and will be constructed at various substations of the Gujarat Energy Transmission Corporation (GETCO).
For five years, the successful bidder will also have to undertake the responsibility for the project’s operation and maintenance.
Important Dates: The deadline for submitting bids online is September 8, 2021. The pre-bid meeting will take place on September 1. Bids will be opened on September 15.
Required Deposits: As a deposit, interested bidders are required to send INR 400,000 per megawatt as an earnest money deposit. The project’s estimated cost is INR 8.96 billion. Also after accepting the award letter, the successful bidder must submit a performance bank guarantee for 10% of the contract price.
Required Qualification: In order to participate in the bidding process, the bidder must fulfill the following requirements:
At least 40% of the bid capacity in MW should have been designed, supplied, and commissioned by the bidder.
Of this, at least one project should be 5 MW for bids submitted for 10 MW to 20 MW capacity range and at least one project of 10 MW or higher for bid capacities in the range of 21 MW to 55 MW.
Before the bid opening date, the reference project should have been successfully operating for at least 12 months.
Positive net worth during the last financial year is expected of the bidder.
Bidders should visit and examine the site conditions, traffic, location, surroundings, climate, and availability of power, water, and other utilities before submitting their bids.
They are responsible for obtaining all the information required to prepare their bids and to enter into contracts, such as access requirements to the site, handling and storage of materials, weather data, regulations, and applicable laws.
Other Details: A minimum configuration of 72 cells of solar modules with a rated power of 300 Wp must be used as per the tender documents.
The solar photovoltaic modules must pass the latest edition of the International Electrotechnical Commission (IEC) 61215 and IEC 61730 and be tested by a laboratory that is recognized by the Ministry of New and Renewable Energy.
